If you mean a proposal for constructing an office building, I have not seen anything like that here. I did a search using the Search funciton (see yellow font in the blue tool bar) as well as a search in the Post Attachments List (see green button in the header).
Besides Google, I am out of ideas.

Next thing, before considering the QMS - which is important - is to make sure the folks that design and are charge of the field operations are well versed in the Codes. Canada uses a common National Code which makes that both easier and more difficult.
Also, make sure any products used in the construction if you get the contract are approved by organizations such as ULC, SCC, Certiwood, and others, as then you can know about the products and how they will perform.
Watch the inspection requirements if any under the Codes!
All this needs to be taken into consideration to develop your proposal.
The reason for all this is simple.....if the Code and Code Officials have issues with the construction, any QMS you may have is irrelevant.....
