Yes. What our Dept. of Defense is trying to do is establish a web of ready presence points to maintain U.S. superiority. It's not new; the USSR did it too when it was trying to leverage global dominance.

You can look at it as superiority or preparedness. It is a marketing spin at that point. Is the alternative - closing them all and "hunkering down" in our own borders "good enough" for survival in global politics? Is there any risk with that approach? Hmmmm....
