I cannot see any good reason for this to occur. What's their justification? There are no new requirements. Unless there's something happening in your organisation I don't know about, I just don't buy it. I've had several clients 'upgraded' recently to 2008 with no extra time nor fuss, just business as usual.

I also maintained the same amount of mandays for our upgrade...
Did you increase the amount of employees involved?
Change your scope?
Add any other addresses to your QMS?

May be upgrade audit is the certification audit that's why the audit mandays are more but it will remain same as of previous certification audit mandays if any process or manpower not been added during the period (Last 3 years).

ISO annopunced there were no new requirements and no additional audit days would be required. You might want to start with that. Get a copy of the announcement from ISO first, to bolster your position.

Re: Why CB (Certification Body) Increase Audit Man days for ISO 9001:2008 upgrade?
Is it even appropriate to call the first audit to ISO 9001:2008 an "upgrade?" I don't think initial audits to 9001:2008 are upgrade audits since there are no new requirements. Mandays should not change. Your CB may not understand the changes in 9001:2008. And if true, this brings into question their competency, awareness, and training.
