How should I interpret Voice of the Customer
In section 4.1 it says something about the "voice of the customer". How should I interpret this?

I don't see anything in QS-9000 element 4.1 concerning the "voice of the customer". Are you refering to section 4.1.2.1f) which notes the "...needs of the customer..."?
