I will add: I get a lot of emails requesting an email change - Someone leaves a job and loses access to their email there *and* has forgotten their password. But most are not like that. If a person has their user name and password they can easily update their email address by logging in and changing it. I just did one like that. The person was logged in but wanted me to change their email address for them.
If someone has their user name and password they are not locked out and they can update their email address in their user control panel.
The exception to this is if someone doesn't update their email address if it changes. If a "Bounce" email comes in, their forum User Group is changed to "E-Mail Invalid or Rejected by Recipient System". In those cases they can log in but they have to Contact Marc to get their user group changed.
