When people are exposed from the outset to those kinds of poor models (clause by clause types of manuals, individual clause-centric procedures called "Contract Review", "In Process Inspection" and the like) that's what they come to believe is 'normal' and how you're 'supposed to do it'. People still post that kind of thing frequently in the Cove, believing that's the correct approach.
Unless they have access to better models, better mentoring/coaching/whathaveyou or were already grounded in a process-centric approach. Or a questioning brain that says, as you say, WTF? there has to be better way!

Ah yes! Even the most potent ideas wither and die in infertile soil. Some corporate cultures are so rigid, planting new ideas is like trying to sow corn on concrete - the kernels get blow away by the least breeze.

If you are under five years old, fresh underwear is a given, PLUS you usually have someone to scrub your back. (Of course, if you have a good spouse or significant other, that can be true at any age  )
