International Standard 15489, Records Management

Since 1997 an international standards committee has been working on revising the Australian Standard on Records Management, AS 4390, into an international standard. The Committee is known as TC 46/sc11. It includes active representation from the Sweden, Germany, France, Canada, Australia, America, Ireland and the United Kingdom.

The ISO Committee working on the development of ISO 15489 met in November 1999 in Melbourne Australia. At that meeting the high level standard was approved for consideration as a Committee Draft. This document will be available for comment within the recordkeeping and information community in early December. A copy of the Committee Draft will be posted for information when it is released for public comment.

The process of consultation within the ISO community is a long one. The Committee Draft stage is the first round of consultation, with participating members being asked for comments within a three month period. It is anticipated that these comments will be received and digested for consideration at the next ISO TC 46/SC11 meeting in Berlin in May 2000.

From there a revised version is circulated to all ISO member countries as a Draft International Standard. This process takes at least 5 months.

Descriptive Standards for Recordkeeping

The ASA/ACA Descriptive Standards Committee is currently busy with a number of projects. It has been recognised as a sub committee to the Australian Standards IT 21 body to pursue standardisation of recordkeeping metadata through that framework.

Recordkeeping Metadata

This project is to establish the results of the SPIRT research project 'Recordkeeping metadata standards for managing and accessing information resources in networked environments over time for government, commerce, social and cultural purposes' (http://www.sims.monash.edu.au - Link Was: /rcrg/research/spirt/index.html) as a framework standard for recordkeeping interoperability. The recordkeeping metadata set is a very broad set of metadata elements against which every recordkeeping metadata identified to date can be mapped. This enables cross walks and interoperability protocols between different specialised or partial recordkeeping metadata sets. This project is just commencing.

Australian Series System

This project aims to develop a standard which will promote conformity in the application of the Australian series system. The project has commenced under the auspices of David Roberts, Chief Executive Officer of State Records NSW.

Competency Standards

The competency standards for archives and records, first released in 1995 is now due for review. The process is also being complicated by a round of reviewing the umbrella body (ITAB) structure. The review process is needed for the development of training packages, an outcome required by the latest set of ANTA guidelines.

From what I remember this is linked with the Australian Standards work on a Knowledge Management Framework which is also being developed into an International Standard.

The KM framework is some interesting stuff and well worth a look. You can get a look at it at Standards Australia
