Question What is the TS 16949 requirement for Back-Up Manufacturing plant?

The bulk manufacturing plant supplying to one of the OEM's is ISO-TS16949 certified. Planning want to use the non ISO-TS16949 (it's only ISO certified) plant as back-up supplier for emergency purposes only. Thank you for your comments.

In my opinion I don't think that should be a problem, but that plant should have a documented plan to obtain TS16949 and a time line. Most important is what does your customer require for you to do this. Most customers require a contingency plan in the event of a catastrophic failure, in order to supply products as scheduled.

Agree with Ralph.
There is no requirement for ISO TS. This is referred to the contigency plan.
When you do manufacturing feasibility you shall also consider risk analysis.
In case of problem you shall have a contigency plan to assure you customer that product will be done.
It is enough to assure that this site , ISO 9001 certified, can operate following control plan, FMEA, G8D, SPC , MSA and so on even though not formally certified.

What are emergency purposes? Strike? Lower cost? Logistical difficulty? Would it fall under contingency plan?

All TS and customer specifics rules still apply (could include APQP, PPAP, etc) .

Discuss with your OEM customer representative. Communicate and trust building.

THank you for re-inforcing my stand on this matter. I quoted the PPAP and ISO-TS Manual and even softening up by saying that as long as the Contingency back-up plant can deliver the product according to the documented Control Plan of the Tier I plant there is no big problem.
