To answer your question is not that simple because it all depends on your expertise or anybody's expertise. I went last year to the RAPS conference in Philadelphia, & I personally was a bit disappointed because I found it was too basic and not many companies were present. I do not want to generalize not it is my intention (nor I gain anything by this nor it is my style) although it was my experience last year. I really hope others enjoyed a more satisfying conference that I did.
My thoughts are that if someone has been long in the field then probably they might be underwhelmed by going to an annual RAPS conference. But if the person is new in the field then this RAPS conference is a great way to learn & network in the field & within colleagues.

If your company is happy to send you and cover for the expenses of this conference, then sure, go. But in the contrary, I won't pay out-of-pocket to attend it. Please check with other RAPS members to get a better consensus.

DIA?
They have great conferences & they do offer many in Europe. I have never been disappointed by DIA...but I'm sure one day they might [disclaimer: I don't work nor worked for DIA].
