In BS 8800 figure 1. Elements of successful health & safety management based on the approach in BS EN ISO 14001, there begin with initial status review.

I would like to know the reasons why there is no initial status review in OHSAS 18001.

Actually, when we talk about Deming Circle we begin with p-plan. Most of the organizations run the business for years before implement the standard. So why not begin with E-evaluation of the status before beginning implementation of the standard? Sorry, the evaluation is initial status review.

Why there is no initial status review in OHSAS 18001?

Maybe because it's an voluntary standard with no guidance document like IAF Guide 66 for ISO 14001, and it's application is totally up to the organization and any registering body (if any).

You make the rules up as you go. It's not rocket science.

OHSAS 18002 works like ISO 14004, it provides guidance for implementing a safety management system.
