UPDATE ON ISO 9000, 9001, 9004 REVISIONS

The second Committee Draft (CD2) for each of these three documents has been released. Over 5,000 comments were received on the earlier drafts by the various national standards-writing bodies throughout the world. These comments were used to further refine the documents at a meeting in January. The comments showed:

- There is significant support for the new structure (four vs. 20 elements)
- The revisions are seen as pretty good so far
- The process model discussion and diagram needed work
- The regulated industries (medical, aerospace, etc.) need tighter controls in some spots
- Some of the words were used inconsistently
- There is a need for greater compatibility with the environmental management standards
- The 9004 (quality management) standard was seen as quite "lite"

The folks worked very hard in January and all of the above issues were addressed. (This is further proof that we should hold off on conducting training courses about the revisions. They are constantly changing!)

The draft documents have been mailed to members of the US Standards Group for review prior to the US meetings in Atlanta (March 24-25). We hope to develop a proposed "US Position" for voting on later this spring. We will not vote on anything until after the Atlanta meetings. We will open up the USA voting on the first week in April and will close it on May 15th. This will give us additional time to refine our "US Position" during the ASQ Annual Quality Conference meeting on May 23rd in Anaheim.

Individuals are not allowed to submit comments directly to the ISO committees! We must process our comments through the national organizations. For those who are not members of the US Standards Group, the American Society for Quality will again be providing the draft documents for a small processing fee. Copies are right now being printed from the master documents. They will be available for purchase by March 28th. You may call 800-248-1946 to place your order. The item number is T1400. The price is $30 for the set of three.

If you plan to attend the meetings in Atlanta, please call the 800 number to register. Although there is no charge to attend these meetings, we do need a decent count for room setup. As of March 8, we only had 160 people signed up. This is far less than we expected, for something as important as the revisions to the ISO 9000 series of standards.

Just for information to the subscribers of this list, the CD2 version of 9001:2000 and 9004:2000 have been released. They are being circulated for comments with a return ballot date of August 1st, 1999.

ISO/TC 176/SC 2 (and WG 18) will re-convene during September 1999 in San Francisco, USA, to review the results of the CD2 ballots and to prepare the Draft International Standard texts (in the expectation of positive ballot results).

It is anticipated that the DIS texts will be out for ballot during 4th quarter 1999, and that the programme remains on schedule for publication of the new editions of the standards in the 4th quarter of year 2000.
