I work for a Japanese owned company in the U.S. We are currently QS 9000/ISO9002 certified. We are looking at TS 16949
certification now and I would like to know if we need to have our mother company be certified to this standard before we can become certified. Our mother company is responsible for design on many of the parts we produce.
It does not matter who is responsible for the designs you produce and their certification status. You are still able to get ISO/TS 16949. Just claim an exemption against design (7.3) if you don't do any design work.

OK, you don´t have product design responsability, but what about PROCESS desigs responsability?? In TS, you can´t exclude manufactoring process design (see1.2)
The designing of the process is for the most part done in Japan as well. We basically receive the equipment, install it, put checks and controls in place and produce the parts. Would this make us process design responsible?
Process design is definately was as well as is not a thing which could be excluded in either 9K2K or QS 9000 or TS 16949.

If you are seeking certification to TS then you need to be able to demonstrate capability to conform to all of the requirements.
Remote support facilities are included in the initial and surveillance audits.
You can refer to the certification scheme for TS and discuss with your CB.
