I am trying to locate a copy of the GM and Ford customer specific requirements for the 99 version of TS 16949. Can anyone help?

Are you sure that they exist? I'm not aware that GM or Ford ever accepted TS 16949:1999 as an alternative to QS-9000. Does anyone else know more about this?

They do exist for TS 16949:2002 and are available on their web-sites. I was able to find a copy for TS 16949:1999 on the Daimler Chrysler site, but not for Ford and GM
