I am pretty sure they are the accreditation body that used to do the VDA series of documents, I know a guy who works there. They are like the dot and FMVSS in the US.

Try this simple trick: Go to Google Search, enter "kba.de".
In the search results, click on 'Translate this page'.. It is not a precise translation but probably enough to give you an idea.

I had only one observation in the KBA audit. "The Quality Manual would benefit from further mention of KBA and Type approval requirements"
