16949?.. what happened to 16948?

Again, a silly question -- but dang it, I didn't know the answer when I got asked today.

What is significant about 16949?.. was 16948 a dismal failure?

That is a question I also receive frequently.
I always answer that there is no relationship with anything else and (in my opinion) ISO gives the numbers in a similar way the transit offices gives you a car plate number,... is the next number available.
