No one should be eating radioactive cookies, but from what I recall having the alpha emitter inside you (e.g. in lungs, one of the elements of tobacco smoke is IIRC an alpha-emitter) where it easily damages the linings INSIDE the body (lungs, intestines) is where the most risk for them comes from.

Thats how the Russians kill people. Alpha emitters in tea. It's a horrifying way to die. You cannot absorb food or liquid.

It seems to me there is a basis for justification/not repeating max dose study with a risk assessment and supporting literature evidence but I wonder how investigators/auditors would view this?

As long as your risk assessment and supporting evidence is scientifically sound, there is no reason to fear an investigator/auditor. You may e.g. start with this article and those that cite this one and this hypothesis (taken from a contractor I am not affiliated with):
