Is there some statistical reason to require a safe time longer than 100 years or so?

I thought the defense against a random, brute force password generator (which these charts are modeled after) was the lockout policy after 3-5 incorrect attempts.

I'm guessing a hacker can override the lockout policy. You know, like they do in the movies as the bad guys are trying to brute-force the code on a hydrogen bomb!
