Interesting thread, thank you. Don't be too rough on your customer's inspector.
Somebody is doing what they think is correct using the knowledge they have acquired, and it's apparent that their management knows no more about the technical side of this than they do, leaving them wholly unsupported.
Educate them gently as per the contents of this thread, and you'll have an ally in that organization.
