Writing procedures in first person or third person?

In my opinion, directed imperative sentences are best for action procedures and instructions. You can direct the responsibility in an intro, in the first sentence, or in a “Responsible Person” section. Then every step can best be an imperative sentence, with whatever explanations are needed as sub clauses.

I agree with Jim in the part of his comment that I understood. Passive tense is worse because it often results in no one taking responsibility.
