so is it ok for me to write:

TPM is 'similar' to TQM in that TPM is used with TQM. Without TQM you cannot have TPM.

Therefore, TPM can be part of TQM??

TPM and its tools can be a part of a TQM environment, however, TPM is not necessary to TQM nor is TQM neccessary to (or for) TPM.
