Is Ship Test considered Design Verification or Design Validation?

I would say it belongs in both, only in varying levels of thoroughness.

Verification = demonstrate
Validation = prove

What would you do if you didn't check it during verification, then you found out you have a serious problem during validation?... Go back to design phase?...

I agree. How your requiements documents are written does have some relevance here but, in general, both is best.
