Question Can an organization without FAA145/EASA145 certification be certified to AS9110?

If an organization have not certified FAA145/EASA145, can the organizaiton be certified AS9110?
AS9110 4.1 General requirement: Maintenance organizations shall obtain and maintain any required quality management system approvals and any other approvals, certificates, ratings, licenses, and permits required by the responsible Authority.

It's a little more in depth than what emphasis you have added (bold). There are more requirements. The choice would be yours. I am not sure if you would be able to receive registration to AS9110 without the Regulatory (FAA and so forth) requirements being met.

Just my opinion.

...I’m using logic reasoning here, since FAA145/EASA certification is totally independent with AS9110, I guess, you can be certified with any of them without the other one as requirement… and I guess, the only requirement would be the compliance with the standard you are trying to be certified… and in your enquiry, you have to know what standards or QMS approvals are required by the local civil aviation authority to where your operation is being performed…

Yes you can. AS9110 is aligned to MRO organisations that most of the time have 145 approvals, some having up to 10 or 11 of them, particularly in Asia. One example where you might have AS9110 and not your own 145 approval is where you do modification work for a 145 organisation because that is your speciality. Another example might be where you do work for the military and Form 1's or 8130's are not required.

Note, as an auditor I have yet to do a AS9110 organisation without EASA/FAA/CAA 145 but one is not a prerequisite of the other.

Yes. For example, FAA certification of repair stations is not mandatory. You should check, for example, this 2005 FAA report on the use of non-certificated repair station. I used that report as background information for my 2006 Quality Digest article on the deployment of 9110, a copy of it , with the proper references, is attached below.

That all changes, obviously, when you have a customer requirement, such as the one from Boeing telling some MRO suppliers to attain 145 and/or 9110 certification. The requirement letter is available as an attachment to this post.
