After seeing your post my immediate thought about the heating cable was the EN 61010-1 3rd Edition,The scope of the standard is expanded to cover the following types of equipment:
Electrical test and measurement equipment
Electrical laboratory equipment
Electrical industrial process-control equipment
I know you are only a Cable manufacturer, let your customer know that whether will they be able to test your cable in their instrument maybe an IVD or Medical Device.
NOTE:
As of October 1, 2013, compliance with EN 61010 3rd Edition will be mandatory for products needing to comply with the EU low voltage directive for CE marking. The CB Scheme accepted IEC 61010-1 in August 2010. In North America, UL announced the effective date for 61010-1 third edition is January 1, 2018.
Not sure whether this will help, but you have to work with your customer and have them test your cable on their MD/IVD equipment for compliance.

CE Marking is most probably required if you export to the 27 European Union (EU) and 3 European Free Trade Association (EFTA) member states the following 20 groups of products -
Appliances Burning Gaseous Fuels (AppliGas)
The "appliances burning gaseous fuels" used for cooking, heating, hot water production, refrigeration, lighting or washing and having, where applicable, a normal water temperature not exceeding 105 gC. Forced draught burners and heating bodies to be equipped with such burners will also be considered as appliances.

Pressure Equipment

- limiting devices, which either activate the means for correction or provide for shutdown or shutdown and lockout, such as pressure switches or temperature switches or fluid level switches and 'safety related measurement control and regulation (SRMCR)` devices.
