Design and development skills - No responsibility for product design and development

Dear friends,

As u know, the exclusion in ISO/TS 16949 is only possible in 7.3 clause. Our company has no responsibility about product design and development but ISO/TS has a requirement to define design and development skills for personnel who are responsible in these affairs (one of sub-clauses of 6.2).
What should I do about this matter?
Can I exclude it or I should explain my company approach about this clause?

Interesting point, I’ve never really looked, but it does say exclusions to 7.3 only.

Our Quality Manual in section 6.2.2.1 says “We are not responsible for product design; therefore there are no product design personnel here.”


Can’t really argue with that, we’re not excluding the requirement.

I’m interested to see how other companies that are not design responsible have handled this.

6.2.2.1 Product Design Skill

We are facing the same problem. We assumed its is process. Instead of product. Skill for process desing. Is this correrct.

In our manual we write this, and it address both product design and process desing.

The only exclusion permitted in TS is Product Design. Skills and provisions for Process Design is still required, and must be developed. Even, if it is subcontracted.
