What are the Requirements for Secondary Containment?

What are the requirements for secondary containment? I have inquired at the EPA and DEQ websites but I am still unclear as to the requirements. I was under the understanding that the secondary containment of the 55 gallon drum needs to be able to contain at least 10% of the 55 gallon drum. Is this correct? Where can I find instructions or requirements for this?
I am from Michigan. Any help is greatly appreciated.

Michigan DEQ, ask them.....

Normally 10% over volume is correct.

The requirement for secondary containment is normally for hazardous waste and not hazardous materials which are two entirely different things under environmental law.

Randy’s right. Call the DEQ inspector for your region in Michigan and ask for his help. You will be surprised at how willing they are to help you understand and comply with the regulations. The vast majority of my environmental knowledge has come from direct contact with DEQ and EPA personnel.

I just looked it up, and the Michigan requirement is 100% of the largest container, or 10% of the total volume in a "bank" of containers, whichever is greater. (The is general requirements, other regulations may apply depending on what is stored).

I suggest getting a copy of the "Michigan Maufacturer's Guide to Environmental, Health, and Safety Regulations" (most recent is 4th edition 6/2006). Lots of good information there.

Subjects of this nature aren't an ISO 14001 issue by themselves, they are a regulatory issue that require identification, operational controls, monitoring, evaluation, if necessary correction and reporting to top management.

Actually there is no legal requirement "that require identification, operational controls, monitoring, evaluation, if necessary correction and reporting to top management", in my opinion.

Maybe you were thinking about ISo 14001.

You're right there is no "legal" requirement, per se, but if you knew the law about hazardous waste you'd see that all those thing essentialy must happen to be compliant.

ISO 14001 has nothing to do with what the original poster was asking about.

You seem to have a habit of accusing folks of incompetence when they expose shotgun responses. What makes you think I know nothing about about hazardous waste regulations?

The original poster never said anything about hazardous waste, you just injected it into the thread for some reason.
