Examples of a Legal Register - Environmental ISO 14001

All,

I have joined a new business as the Quality Manager but have also become the management representative for 14001 of which I have no idea about (sound familiar?)

Although we have been certified to 14001 for some time I don't believe the 14001 system has been kept up to date and looking at the legal register and environmental aspects evaluations it doesn't look to me like these are either suitable or compliant.

I've made the decision to "start again" or a back to basics approach to making this system better and work for the business.

I understand there is a lot of useful information on this cove which could lead me in the right direction but every time I look I get caught up in a minefield of information which subsequently makes me lose interest!!

Can anyone help with the following:

I would like some examples of a legal register, something that is easy to use and helps me keep up to date with legal compliance, also I'm looking for an example of how environmental effects are reviewed?

I hope someone can lead me in the right direction, just finding the time to do this is difficult without carrying out the exercises!

I have difficulty believing that the ISO 14001 reference to a legal register is talking about every single piece of legislation that relates to the business that may have an environmental component or application.

I take the view that this reference is really only talking about the most relevant legislation that applies to the business.

The view here seems to be that we have to read, determine applicability, disseminate, train and retrain everyone in every single change in every single piece of legislation that may be applicable to the business that has an environmental association. I don't believe this was the intent of ISO 14001 technical committee.

Most jurisdictions around the world have an "Environmental Protect Act" of some description and the subsidiary legislation that goes with it. I would suggest that this Act, the subsidiary legislation and a few other relevant and appropriate Regulations are about all you need to note but don't take my word for this, do your own research using your state legislation data base as a starting point.

I have never had a problem with customer or CB auditors by taking the approach I have which I have done in 3 separate organisations.

Perhaps I should state that I appreciate that things may be different in other countries.
