since you say its [re]-integration, i wonder if its a bug? ; instead it could be one of the rights allotted to the user.
software with audit trail could restrict the rights assigned to a user.
on the other hand, if you have already concluded that its a bug; i am not sure if anyone other than service provider/engineer could really resolve it!!!
(actually, i couldn't get to the website of chemstar....hope you have checked out the forum/website for any patches/servide-packs!!!)
