Here is a good example of the complexity of an EMS internal audit. No where in the standard does it mention fire extinguishers. And one could argue that fire extinguishers would be part of an OHSAS 18001 system, but not an ISO 14001 system. But, emergency preparedness and response seems to overlap into both areas.

There could be a different issue here, however. How far are we expecting EMS internal auditors to dive into environmental regulations? Do we expect them to have the same level of expertise as a compliance auditor?

In your specific situation, I would expect my auditors to raise the question. Possibly turn the matter over to regulatory compliance department (or individual). If the extinguisher is clearly not in compliance, it would be one thing. If my auditor thought it was not good enough, then that would be an opportunity for improvement. But the auditor needs to know where the boundaries are to separate an EMS audit from a compliance audit.

Hope that ramble helps somewhat.

Agree completely with db - but you may still want to take a look at these OSHA guidelines just in case you plan on assessing this "18K-style" as part of emergency preparedness and evaluation of compliance:

Classification of Portable Fire Extinguishers
Extinguisher Placement and Spacing
