The actions you have identified after Aspect-impact study and as specified in operational control procedures, procedures would become operating criteria for all processes.
For production, control plans can be one additional operating criteria.
Don't forget the rest of the clause: (emphasis mine)
It all comes down to your aspects and impacts, but also risks and opportunities; and don't forget regulatory compliance, which is 6.1.3.
- If Purchasing plays a role by only buying approved chemicals, then the control is about ensuring they know and follow that requirement.
- Marketing might not play a part at all, unless they are also looking for a buyer for waste so you can avoid its disposal. If Marketing plays no role at all, be ready to explain why.
- Training can help support the effort if your organization requires RCRA or DOT etc. training. How does your training process ensure uninterrupted compliance, as applicable? (applicable means if it applies to you, you must do it)
- Communication is a process as per 7.4, so there should be a way to help make sure required communications take place, most importantly with regulators as, when and how required.
