FAA and DCMA to leverage OASIS data to assist in planning risk-based oversight audits

According to the IAQG news, the AAQG is working with the Federal Aviation Administration (FAA) and the Defense Contract Management Agency (DCMA) to develop a process to leverage OASIS quality management system performance data to enhance risk-based, Second Party Audit preparation and planning. The FAA will be developing their prototype in 2018 while the DCMA OASIS Initiative is currently being piloted at seven US companies.

It will be interesting to see how OEM's, AB's and CB's react to having regulator representatives involved and close to the process. I, for one, hope the involvement will be collaborative, but also, thorough and, hopefully, weed out some of the less serious players in the certification. The F-35 Program did not sufficiently implement or flow down technical and quality management system requirements to prevent the fielding of nonconforming hardware and software. This could adversely affect aircraft performance, reliability, maintainability, and ultimately program cost. Lockheed Martin Aeronautics Company (Lockheed Martin) and its subcontractors did not follow disciplined AS9100 Quality Management System practices, as evidenced by 363 findings, which contained 719 issues.

Nothing new here - They will bring a team of 12 to 15 people for 2 weeks and exaggerate the findings to Major findings... being there...

Nothing new here.

We'll see. When they identify those really atrocious suppliers and look to see the last 5 years of CB audit reports, which might show that, in these 5 years, the CB auditor assigned to this registrant never wrote a nonconformity, and then they ask the CB to investigate this auditor's overall performance and the records show that, after 12 years working as an AEA, that auditor has never written a nonconformity... some new things might happen.

I think my biggest worry is that it will create extra, unnecessary, and non value added requirements to legitimate suppliers.
