Defining Sub-Disciplines for Chemical Testing Laboratory Employee Proficiency Testing

Any help would be appreciated. Working with a testing lab that tests for concentrations of cannabinoids in specimens. It is clear the major discipline is chemical testing. Am seeing conflicting approaches to defining sub-disciplines. One AB, PJL, has a white paper online that gives examples, but they are murky. Another treatise online says you must use sub-disciplines defined by a database at BIPM. The two methods being used by the lab are HPLC and NIR. My limited experience says that competence is not interchangeable. Question: how much latitude does the applicant have in defining its sub-disciplines?
