TS 16949 Clause 5.5.1 and Personnel Job Description Requirements

Hello everybody,

Does job description need to draw up and sign by each employees?

Or organisation chart is enough to define Position Responsibilities to fit with requirement from clause 5.5.1 of ISO/TS16949:2009?

If job description is not available, can I say it as nonconforming finding for clause 5.5.1?

YES,
significance of the point is not just to position the person for said operation/location/team; but also to outline the specific accountabilities; In addition, sign-off signifies the mutual acceptance/acknowledgement of same.

I'm not familiar with 16949, but in the 9001 world, there are no specific requirements for how you do things as long as you can show that you do it.

If you decide that an org chart is sufficient to show how you define and communicate responsibilities, that's fine.

I've seen a number of ways of approaching this:
1. Signed job descriptions for individuals
2. Appraisal system that sets personal objectives for individuals
3. Project Management Plans that define the specific roles for the project and which role responsible for what, supported by a current org chart showing the names against the roles
4. Generic job descriptions by job role issued and available and an org chart showing who does what role

The other key part is how you communicate it - is the org chart on the wall? Are job descriptions on the intranet? Do you have 1:1s with your manager who describes your job to you? How do other people know what you are responsible for?

In our end, we don't have the usual job description, but we do have an individual department responsibility and authority, i.e. in Quality Assurance for example.

Job description should be understood by all employee, We can evaluate from Internal Audit, appraisal etc. I had ever worked in japan company, number employee is 10000 so i dont think that it should be signed....

Job description is not a requirement of the standard ISO TS, it is only one of many methods to communicate authorities and responsibility.
It is up to the organization to make it effective. For instance, some organizations stated them in documented procedure or working instruction and this method could be ok the same if the roles are clear and underdtood by affected personnel.
