Responsibility and authority: New appointments required for changes in top mgt?

Hi all,

How does everyone feel about this question? Does a change in top management require a new official delegation of roles and authorites?

For example, we have a new site director. Do the existing roles of Quality, Environmental and Health & Safety representatives need to be reaapointed by the new director, even though the only change has been the top position, not the appointed positions? Can the old appointment letters from the previous director still serve as objective evidence since the Q, E and H&S reps are the same people?

Not being an expert with 16949, I cannot say whether it is a requirement/standard practice for that industry. Maybe others here will have that insight.

In general, I would say it depends. If things are going OK as-is, I would not instigate change just for change sake. The “there’s a New Sheriff in Town” usually rubs me wrong and starts things out on wrong footing. I’m sure the new person probably is not familiar enough with your organization/process to make informed decisions yet about making changes.

However, if things are not going well, it may be an appropriate time for a change.

I would encourage the new director to validate his/her support for the current positions for an identified time period (say six months). Then at the end of that length of time, he/she may appoint new people, or reappoint the current people.

Unless the new person has specifically reorganized responsibilities, I would leave things alone, but include your question in next management review meeting and document the answer.
