Rules associated with introducing new QMS processes

Are there rules associated with introducing new processes into the QMS? I am debating with a manager when the process is auditable I want one years worth of data before we get it audited internally and externally to understand its health and performance. The manager in charge of external certification wants it audited right away. Any good ideas on QMS change management and what the IATF rules actually are for new QMS process introduction?

As far as I'm aware, there are no rules about such things. It would be almost impossible to make a meaningful rule. However, you should ensure:

1) this addition has been discussed at a Management Review
2) the internal audit is scheduled based on the requirements of 9.2.2 etc - it's a change, and you get to decide on importance etc.
3) when the process has run to provide sufficient evidence of conformity, that's a good time to internally audit. It's unlikely that you should/need to wait a year.
