Can TS external auditor raise any finding/nonconformity against internal auditing process where external consultant be working as an Internal Auditor in TS 16949:2002 environment ?

The consultant is not always 100% correct and is not free from comments on his work.
There s no problem with a consultant being an internal auditor as long as he is qualified to audit TS

I hold AIAG TS supplier auditor certification and have done internal auditing for TS registered companies for a few years. I even had one CB auditor recommend my methods as some of the best he'd seen!:eek:

Yes.

The Standard does not differentiate between internal and external (contract) personnel working in various processes.

The only potential issue I see is that the consultant cannot audit his own work. Other than that there is nothing in ISO/TS that prohibits an organization hiring an external consultant to do internal audits.

Is the NC on the competence of the auditor or the audit itself?

We are an organization that does many contract internal audits (ISO & TS). We've had trouble with two registrars' auditors who question qualifications. The correct way is to audit how the outsourced process is controlled; not the qualifications - for example, auditors don't do that with outside calibration technicians. In the case of one registrar, the auditor claims the audit was "ineffective" and recomends a consultant who partners with that registrar.

So, fight this one.

I used to do internal audits for companies. I've phased most of that out, but I remember an auditor coming to one client and writing them up for ineffective internal audits (which I had done). His 'evidence' was the internal audits uncovered no non-conformities. So, the company called the registrar's audit manager while the auditor was sitting there and demanded their money back because during the previous 3 or 4 visits the registrar's auditor found no non-conformances. Ergo, the registrar's audits must be ineffective.

Needless to say, the writeup against my 'ineffective' internal audits was dropped.
