SOS pls.

I'm one of the internal auditor in our org. we are now applying for ISO certification. My problem is this.. our audit team is having problem on identifying non-conformity to ISO standards. Like in HR division, I'm confuse what kind of observation do we need to report. Do we need to conduct process audit or compliance audit? Whereas if you had observation in non-compliance simply means there might be a problem in process/system?

Thanks.

Re: Evidence of Conformity - Interpretation of ISO 9001 Clause 8.2.4 (data - yes or n

This is not the purpose of the internal audit and if the audit is being conducted as such then it is a nonconformity itself. The purpose of the internal audit is to determine whether the quality management system CONFORMS....Nowhere in clause 8.2.2 does it mention looking for nonconformity.

Now if your auditors can't identify nonconformity when it is presented to them I would suggest some type of corrective action. It doesn't matter whether you are looking at the standard, a procedure or anything else; if something, anything, is required to be done, performed, happen or whatever and it isn't done, doesn't happen, isn't performed or anything else is supposed to occur doesn't then you have a state of nonconformity. But you don't go looking for it because that defeats the purpose of the internal audit, is counter productive, and is just plain wrong.

Randy has explained it pretty well. In addition, following this link can also provide you with some insight on what to look into the HR functions.
