We are a manufacturing plant with two locations, primarily for the automotive industry. Only one location, where I work, is certified for 14001. This year we will be audited to the 2015 standard. The other location is much smaller and does not want to go through the expense and time needed to achieve certification. So far that has been OK with the auditors. But now, top management wants to begin including their location in our Administrative Procedures. For instance, we added a checklist form that we fill out for all potential new jobs that lists the aspects related to the manufacturing of the new parts. This form is now referenced in an Administrative Procedure applicable for both locations.
Can the auditor ask for evidence that our other location is using the form? If we now start including them on procedures related to the environment, can auditors insist that their location be included in the certification?
