Pls give your views about appointing a Quality Inspector or lower position employee (Member of the Org) as Management Representative in a big organization where there are many top level executives / Quality Managers - available!

1. How the QMS may work in such organization!

2. To whome this MR must be reported? (In case of multiple reporting structure)

Note:- Let us assume quality inspector / lower level position has adequate knowledge on QMS.

Note:- Let us assume quality inspector / lower level position has adequate knowledge on QMS.

As per 5.5.2 of ISO 9001, the top mgmt shall designate a member of its managament direction as Management Representative.
I think that QMS could be jeopardize if the top mgmt does not choose adequate resources.
I do not know which kind of contract Quality Inspector has in your organization , but I guess he/she does not act as a manager, even though he/she is competent in QMS.
MR shall possess a wider vision, be able to report and update top mgmt about quality issues and QMS performance, assure the awareness of the customer requirements across all over organization.In brief , he/she shall have precise responsibilities and authorithies.
Usually MR report to the Site mgr of the Company, but we shall remember that he/she can also act a MR independently from other his/her responsibilites.

According to 5.5.2 the MR should be a member of the organization´s management.... I would not consider a "lower" level employee in that category. This person may have adequate knowledge of the QMS but would he be able to discuss with top management at the same level? Strategic decisions ?

Best person for this postion is someone in management (i.e. Manager, Director, etc.) who reports directly or indirectly to the most senior person in the company. Just make sure that the person assigned to this position has upper management support in order for them to do their job. If you don't have upper management support it make the MR postion harder. I'm the Q.A. Manager for my company. We have two MRs; Director of Quality Systems and me. The Director of Q.S. reports to the CEO. Hope this helps!!:)

Some basic knowledge of organization behavior will help towards understanding how people get things done in an 'organization'. Power is one way and people acquired power through various means. French and Raven pioneered the concept of 5 bases of power, namely Coercive, Reward, Legitimate, Referent, and Expert.

Most people only think of 'Legitimate' power - power acquired by virtue of one's appointed position in an organization or hierarchy. Incidentally, this is the most common but one of the weakest of the 5 bases. So, don't think that one must be officially appointed and also the relative position in the organization hierarchy - that is not the only way.

Some lower rank foreman, inspector or any others may have 'expert' power, charismatic power or any others. Bottom line is, can they can get things done.
