ISO 9001:2015 8.3.2 f) - Interfaces between Persons in Design & Development

My question might seem amateurish, but in ISO 8.3.2 f) "the need to control interfaces between persons involved in the design and development process". This does not necessarily mean they HAVE to interface just that that they have a process of who works with who on what correct? I'm doing a pre-class assignment for training i will be attending in a few weeks and in the office we have a debate about if it conforms or not. thanks you in advance for any help.

Example: During planning Joe, Bill and Kim develop the plan for the project. In the plan Mike and Tim are responsible for detailed design without interfacing with any other groups.

Look @ this post. Many disciplines might be involved during a design development process: mechanical engineering, electrical engineering, suppliers, customers, etc...

How do you ensure that the flow of information happens in a controlled manner among all parties?

So my thoughts are (and i don't want to copy and paste the assignment question) that it does have a multidisciplinary team to develop the plan design and development of the project, the key words i was hitting on is that "within that plan" someone is solely responsible for the detailed design of the product. so in that sense could you consider it controlled since it was part of the initial plan to be that way? or was their planning set up wrong?

Sorry new to the automotive standard and just trying to adjust to the way of thinking.
