I would say that they can be certified individually.
My main reason is that the context for each can be very different.
Then each plant can conveniently define the organization.
The similar manufactured product however does not determine the context of the organization. The manufacturing documentation can nevertheless be shared across.
I would see the possibility if this can be certified by the same CB going further....

It would be cheaper to audit them all as 1 group but then the downside is that if 1 plant stops complying, they all suffer. If you do decide to audit them as 'stand alone' units, you can at least share things like the manual and standard topics such as management review and internal audit, document control, records, calibration, etc procedures (if that is the way you choose to go).

Get in touch with some (at least 3 I would say) certification bodies and get them to pitch to you for the job. There are lots of CB's out there looking for work so take advantage

My question is who is the decision maker? As certification is often a part of the strategic plans of an organization, I suggest you check with the 4 CEOs first to understand their needs and views before proceeding further.

With regards to CBs, there are many who operate internationally so they may have presence in all the 4 countries, not a problem.

With regards to documentation, there are many common areas as others had mentioned.
