Depth in the organization for Interested Parties and Risks & Opportunities

Long time lurker, first time poster.

How far down into the organization must Interested Parties and Risks and Opportunities be addressed? Of course Senior Management must do so. Does each process area have to do this? Is this required for individual procedures? Is tracking this on a COTO log (or similar) adequate?

You are overthinking this. From the ISO 9001:2015 FAQ Document

Q. What are the needs and expectations associated with interested parties? (4.2)

A. The organization will need to determine the interested parties that are relevant to the quality management system and the requirements of those interested parties, as outlined in clause 4.2. This does not extend past the quality management system requirements and the scope of this International Standard.
