Management Representative is a member of Management - not Quality.

Quality is a small part of the Quality Management System but because it has the name "Quality" everyone thinks that it is Quality responsibility -

New standard makes great effort into giving all the responsibility to Top Management.

I agree, MR is member of management, but if that individual is the quality manager, that is part of quality. And no, quality is not a small part. It should be a large part. If quality can get management to understand the concepts of getting managers of all departments to meet their quality goals, then the quality manager reports this to management. how is that not a quality responsibility? If that's how a company defines their quality objectives then how can you argue that

Quality in the world of manufacturing is looked at as the department that accepts products and write NCR - this is why is a small part of the shop.

The focus should not be in Quality but processes that are effective.

Once that, risk assessment, continual improvement is done, then the metrics will verify the effectiveness of the process.

Quality department is part of that process but should let other members to resume large roles and responsibilities in the processes.
