Transition and recertification at the same time?

NSF-ISR will be performing your upgrade audit as a recertification audit, this means that once successfully completed, and any resulted cars are closed, we will be able to grant your organization, with an ISO 9001 2015 certificate.This begins a new , full three year cycle.

In my understanding, this transition audit, is considered as a recertification.

However I ve seen others CB´s , following this process in a different way.

Specific case, certified in 2008 in september 2015, first follow-up audit september 2016, passed, second follow-up+ transition audit to 2015 delayed carried out in march 2018 and completed.
The CB is issuing a certificate only including from march 2018 to september 2018 and is proposing a full audit in october 2018 to get another certificate which will include from september 2018 to september 2021.

Is this practice allowed?

NSF CB, it seems issues the certificate by considering the transition as if it were the recertification.

Are CB´s allowed to apply different criteria for recertications?

Which organizations dictate the rules for certifications and transitions?

the CB I refer to, works under IAF and ANAB.

Could someone explain me this stuff?

They (CB's) have some leeway under ANAB rules. (Remember, CB's get audited as well)

I'm doing a Transition/Recertification this week and did one last week as well, and have another one next week everything to 9001:2015 and basically just one big audit with a accepted/justified increase in duration, not that big of a deal really.

Really this case is affecting me, however CB keeps the same position, (say, are their rules) no negotiation for this.
In your experience, in cases like this, is it possible to raise a complaint and be sent to ANAB or IAF? and what is the possibility they are going to "hear" me?
What do you recommend me to do ?

1st the rules of the CB and how they do transitions is subject to review and approval of ANAB, once they're set, they're set

In the case you described I'm confused because there was no surveillance in 2017 and they went 18 months without a surveillance visit? Definitely weird and way outside the norm. The result of the March 2018 most likely should have resulted in issuance of a new certificate to 9K15 and probably a new expiry date as well and the cycle dates changing.

What should you do? Get it over with see what your certificate expiration is and if they try to make you go through a new recert within a year of the audit then maybe complain to ANAB (in writing).

Transition & Recertification (or a surveillance) are basically different things, but I've done them as a single audit to the new standard. The process I've had to do has a separate "Transition" report that is included as an attachment to the surveillance or recert report, both complimenting the other.

Sounds confusing, but it's been working and it's been verified by ANAB during their visits to the CB I normally audit for as a contracted auditor...I haven't had one fail technical review yet.
