Gas Nitride requirements per AMS2759/6 - Clarification appreciated

Looking for help/clarification on requirements:

Drawing callout:GAS NITRIDE IAW AMS 2759/6 TO AN
EFFECTIVE CASE DEPTH OF .005 TO
.008 ON THE FINISHED PART.

My question is concerning White Layer and these 2 excerpts from the spcification requirements:

3.5.2 Removal of White Layer: Unless otherwise specified, white layer shall be removed to meet the requirement of paragraph 3.7 by lapping, honing, grinding or etching with maximum stock removal of .002 inch (0.05 mm). If grinding is used, the parts shall be stress relieved after grinding in accordance with 3.5.2.1. If etching is used, parts shall be embtittlement relieved after etching in accordance with 3.5.3


3.7 Microstructure:
Unless otherwise specified, when white layer is permitted, its maximum thickness shall be .0005 inch


So my question is:

With no statement concerning White Layer in the drawing callout is none permissable or are you allowed to have up to the .0005 specified in 3.7
