Looking for interpretation of the OSHA regulation and feedback on how others in industry manage their hot line tools.

OSHA Regulation for In-Service Maintenance and Electrical Testing of Live-Line Tools"
29 CFR Part 1910 - Federal Register Vol 59, No. 20, 1-31-94, 2(iii): "Live-line tools used for primary employee protection shall be removed from service every two years and whenever required under paragraph (i)(2)(ii) of this section for examination, cleaning, repair, and testing as follows: . . . ."

How do you interpret that wording? I can see that electrical workers who must touch lines on a regular basis to do their job could consider the tool their primary protection.
But what of the many safety boards found in businesses/shop floors that might have wooden or fiberglass hot sticks, used only in emergency?
