Can anyone point me to the exact federal regulation (perhaps some regulation code number) which specifies the below ?

Due to Federal export rules and regulations, it is required to document specific end use and end user information for all exported products before accepting an order for an item to be exported. The company must verify specific end use and users within commercial , medical, aerospace, military or defense applications with country destination.

Sounds like maybe ITAR.

Commercial and medical products can fall under ITAR jurisdiction sometimes when the buyer is a military organization and/or they might have battlefield or other quasi-military use, or when they would go to a care provider who serves such folks.

The "country destination" bit is a giveaway.

The exporter is a cable manufacturer, and he quotes about export rules and regulations. Is this something that applies to all USA exporters ? Can someone lead me to the export rules and regulations please...
