I'm looking for a register on Dutch legal reguirements for enterprises. Which regulations and laws do we have to follow and include in our ISO14001 system, this for a tank storage company with non-hazardous material in stock.

Actually, if you seek KEMA, you will reach DEKRA soon. As far as I understand the certification business of KEMA has been sold to DEKRA.
I believe he is looking for a list (register) of Environmental Regulations that apply to his organization. In Europe, they refer to that as a register.

Sorry, I don't have the register for you because environmental laws are country specific.
Two easy ways we do over here is to buy a copy of the Environmental Act and study it or go to the website of the Department of Environment and get as much information as we can. A follow up visit to the environmental department for answers to specific questions are often productive.
Having said that, I must point out that we are not that heavily regulated and if you have some back ground, you can easily pick out which are the laws applicable to you. I understand that the EU is heavily regulated and the penalty can be quite severe. Viewed in this light, I supposed the best thing you should do is to engage a consultant to carry out a preliminary study for you - such a study will identify all these and established a baseline for you to build a good system upon it.

I'm no expert in this area, but it looks like the Netherlands Environmental Assessment Agency has a lot of information that could be helpful.

To be more precise, it is a list of regulations that we have to comply with, and not only environmental.

Most of the legal requirements will stem from EU directives.
Try doing a google search for EU legislation, you will find lots of relevant information. For example, the following link is a good place to start.
