Definition Meaningful and Unfamiliar Measurement Units

This statement is adapted from the scientific paper titled "Problems With Null Hypothesis Significance Testing (NHST): What Do the Textbooks Say?", which published in The Journal of Experimental Education on 2002 :

" Gliner et al. (2002) agreed with suggestions given by Kirk (1996), who mentioned that when the measurement is in meaningful units, a confidence interval should be used. On the other hand, when the measurement is in unfamiliar units, effect sizes should be reported."

What are the meaning of the terms "meaningful" and "unfamiliar" units?
Can anyone explains?
