How to kick off the office Quality Improvement Program (QIP)?

We are the subsea production provider and the organization has initiate the services in China. As the QA Engineer, how can I select a quality topic/activity to raise the staff quality awareness as the office Quality Improvement Program?

Do you take any measurement of your "process", do you have any KPI's for example?

As mentioned KPIs will be the main source of data. All projects really need to based around sound, factual data.
If you are starting in an office environment, you may want to start your QI programme with a 5s excercise.

It would also be useful to determine the current state (before the 5S programme) and to define the future state (what's your goal).
