Type of evidence for Mandatory procedures 4.4.2 A ad 8.5.1

We are Service type industry catering to IT communications and technology. Already certified to ISO 9001v(08) and in progress to ISO 9001v(15) transition.
Each key process has high-level business plans at functional level which include many of the information related to background, challenges, objectives, Performance indicators etc..

My query as follows:
1. Can these documents be treated as valid evidence to comply with mandatory procedure of clause requirement 4.4.2 A, 6.2.1, ?
2. What are the requirements for 4.4.2 A ?
3. For 8.5.1 (control of production and service provision) - to satisfy these can a contract form - which has information about the service or product to be provisioned, general information about deliverables,
further detailed information of the activities are available in helpdesk tickets, project tracker, etc.

Please suggest.

Spend some time in sections before 4. It's your system. Make it simple, make it work, figure out what you have, figure out how it meets the requirements, fill in the holes.

Context of the organization applies. You already stated "We are Service type industry catering to IT communications and technology." That to me says not a lot of repetitive operations. If so, it is more about qualifications and experience. So controls revolve around hiring. If there is a lot of repetitive tasks, then maybe work instructions are good.
